Can a foreigner register a sole proprietorship in Georgia without citizenship or residency?

Yes. Citizens of more than 90 countries need neither Georgian citizenship nor a residence permit to register as a sole proprietor or set up a company. Registration is done at the House of Justice and usually takes about one business day.

What is Small Business Status and how does the 1% tax rate work?

Small Business Status is a special tax regime for sole proprietors. You pay 1% on turnover up to 500,000 GEL per year; turnover above the limit is taxed at 3%.

Note: the tax is calculated on turnover (revenue), not profit, and applies to Georgian-sourced income. During the consultation we check whether the regime fits your activity.

Do I have to pay VAT under the 1% regime?

Small Business Status and VAT are separate. If your turnover exceeds 100,000 GEL in any rolling 12-month period, you must register for VAT at 18% and file monthly returns. Below that threshold, VAT does not apply — we warn you in advance as you approach it.

Which activities are excluded from the 1% rate?

The regime excludes several areas: legal and notarial services, tax and audit consulting, medical and architectural work, financial operations, and any activity that requires a special license. If your case is borderline, we help select correct activity codes.

Do I need to fly to Georgia, and how long does it take?

The 2–3 day timeframe applies to registration with your personal presence in Georgia. Remote registration by power of attorney takes significantly longer: documents must be prepared, notarized and shipped, and then processed.

How can I get a residence permit in Georgia through business?

A work (business) residence permit can be obtained through your own company by confirming turnover: typically from 50,000 GEL per year, or from 35,000 GEL for education and medical activities. The application is filed at the House of Justice and the state fee is about 60 GEL.

What is the new work permit from March 1, 2026?

From March 1, 2026, most foreigners without a permanent residence permit must obtain a Right to Labour Activity permit before starting work, freelancing or business in Georgia. Working without it carries fines for both the worker and the company.
